Local Government CERR Review Online System – Terms of Use

Welcome to the Colorado Employee Residence Report (CERR) Online Challenge System.

This website is intended for use by Local Governments to review and challenge the Colorado Employee Residence Report (CERR) as submitted to the Department of Local Affairs.

ALL EMPLOYEE DATA IS THE PROPERTY OF THE DEPARTMENT OF LOCAL AFFAIRS, IS CONFIDENTIAL, AND IS TO ONLY BE USED FOR THE CHALLENGE REVIEW PROCESS. AT THE COMPLETION OF THE CHALLENGE PROCESS, LOCAL GOVERNMENTS SHALL PURGE AND DELETE ALL EMPLOYEE DATA.

The CERR is filed each year by companies involved in the production of minerals and mineral fuels as directed by Colorado Revised Statute 39-29-110(1)(d)(I)(B). The reports are used to determine the Colorado community of residence of certain mineral and energy industry workers. This information is then used as part of the basis for State Severance Tax and Federal Mineral Lease direct distribution payments to local governments.

In order for Local Governments to utilize this system, each local government’s responsible administrator must have their own account. The use of and security for the account and accompanying privileges are the responsibility of the registered account holder as an authorized representative of the associated Local Government.

Once a challenge is submitted it cannot be modified. BEFORE submitting a challenge, ensure the correct supporting documentation is included. Any incomplete or partially complete, un-submitted challenges will be rejected.
