Dear Stakeholder: As of October 7th the BAA moved to a new, more efficient online case management system. This new system is designed to simplify navigation through the property tax appeal process and offers improved ease and functionality. All petitions submitted after October 6th must be filed through the new system. The link for that system may be found at https://oitco.hylandcloud.com/DOLABAAExternalAccess/ .
Only petitions submitted through our legacy system by October 6 will be considered as filed. If you have a saved, partially completed petition in the legacy filing system after October 6, you will need to create a new petition within the new case management system at https://oitco.hylandcloud.com/DOLABAAExternalAccess/ . If you have a question about your petition please contact the BAA at baa@state.co.us.

Welcome to the Online Petition Filing System for the Colorado Board of Assessment Appeals (the “BAA”).
This website will walk you through completing and filing an online petition for appeal to the BAA and the payment of the appropriate filing fee, if any. You may use this website to file any type of BAA appeal. The BAA hears appeals of decisions made by county boards of equalization, boards of county commissioners and the State Property Tax Administrator relating to valuation, classification and exemption of property for property tax purposes.
You are solely responsible for the accurate and timely filing of your appeal with the BAA. If your appeal is filed using this Online Petition Filing System, you will receive an automated receipt by email showing that your appeal was received. If you do not receive this automated receipt, please call our office prior to the deadline for filing the appeal in order to ensure that we received your appeal.
You are strongly encouraged to read the Instructions and Rules of the Board of Assessment Appeals prior to completing and filing a petition. The Instructions and Rules are available on the BAA web page at: dola.colorado.gov/baa or may be requested by phone.
