General Overview

An option being provided on a voluntary basis this year is the ability to file the annual budget electronically to the Division. This should provide additional ease in submitting budget documents without the encumbrance of printing and shipping.

The file name of the document should include the name of the local government, acknowledgment of being a budget and the year, and another aspect is including the Local Government Identification Number that the Division uses to identify local governments (see example below).

Below are the requirements when submitting electronic budget documents to the Division:

  • Submissions should be mailed to: dlg-filing@state.co.us Include in the subject line the local government name, LGID #, and word BUDGET in the subject line (you can look up your local government’s LGID Number by clicking here).
  • All submissions must be in .PDF file format to insure the integrity of the document. Include the local government name, LG ID #, and designated annual budget (2009 Budget) in the name of the document (and all documents if submitting a budget in multiple parts). Please do not protect the document from review, printing, and saving.
  • All regular signatures (either scanned or signed electronically) should be included in the PDF document.
  • Please submit only one local governments budget document per email (do not attach multiple governments files).
  • Please indicate within your email message if there are any other local government budgets incorporated within a budget (e.g. Urban Renewal Authority within the General City Budget). Please add the LG ID # of any additional government incorporated within the general budget.
  • If a document is more than 13 megabytes in size it will have to be broken up and sent in pieces. 13 mb is the largest file size that can be handled by the division's email boxes. Division staff should be able to reasemble multiple .PDF files into an intact budget.

Local Government Identification Number

When submitting your docuement to the Division of Local Government we ask you to include your district's Local Government Identification Number (LGID). This is an individual five digit number that has been created for each district that is avaliable on our website here. We have been utilizing this number to help track business activites and other submissions that local governments send. We ask that this be included in both the name of the file that is submitted, and within the subject line of the email that contains the attachment. If you look through our records and can not find your Local Government in the list, please contact us as there may be missing formation documentation or other records.

Naming Your Document

When naming your document, for ease of handling and filing we ask that you use a particular naming convention. When you are prompted to add a name to save a file please follow this format (please use underscores [ _ ] in lieu of spaces):

Official_Name_of_District_(LGID)_ 2010_ Budget.pdf

Following this convention, when multiple files and multiple years are placed in a folder, they are seachable both alphabetically, numerically and by the LGID number. If you have any questions please dont hesitate to contact one of the program contacts.

PDF Documents

We ask that all documents that are submitted to the Division be submitted in the .PDF file format. We ask that when PDF documents are created that the security settings on the document allow us to read and to save the document. The Division uses Adobe Acrobat 5.0 for purposes of creation and editing of PDF documentation, but we do understand there may be fiscal constraints that limit the ability for local governments to purchase software solely for the purpose of our budget submission requirements. We also understand, that license terms of some products may limit or preclude use in your organization.

Accordingly we are providing a list of free PDF writing software as an additional aid to local governments without any PDF writing software. This list has been compiled by our IT staff. We do not endorse any particular writer, and suggest that each local government assess their desired uses, read any documentation available about the programs, and consult their own IT staff if possible.
