The Department of Local Affairs (DOLA) and Colorado Community Revitalization Association (CCRA) coordinate the administration of various downtown development programs. This partnership provides assistance in the following three areas relating to downtown revitalization:

Community Revitalization Partnerships (CRP):
The partnership is a program that provides assistance to Colorado’s downtowns. The goal is to assist communities in breaking through roadblocks, questions or issues and identify best next steps to move toward implementation. The CRP program includes:

Advisory Services/Assessment Visit - Focusing on current conditions in the downtown, these visits provide valuable information about the strengths and opportunities of the downtown and create the foundation from which a work plan can be developed.

Targeted Technical Assistance - A community may request help with a specific issue affecting downtown revitalization, such as infill construction, streetscape plans, or special event marketing. See Menu for specific technical assistance subjects.

DOLA funds cover 50% of the cost of the assessment. The local community is responsible for covering the other 50%, as well as team member costs.

The CRP is for communities under 20,000 in population that have not been designated Colorado Main Street communities.

Communities interested in participating in this program should first contact CCRA or their DOLA regional manager. An application for the CRP must be submitted to DOLA, along with a letter of interest requesting funding.


Main Street Resource Teams:
Resource team visits are provided to first year Main Street communities. The resource team visit is an opportunity for the community to gain insight and expertise from main street specialists. During the community visit, the resource team examines information about the community and the local Main Street Program, meets with community leaders and discusses ideas with the Board of Directors and committees. Each resource specialist focuses on one of the Four-Points of the Main Street Approach. Then, as a team, they shape their observations and recommendations into a comprehensive vision for your downtown.

The resource teams are available to first-year Main Street communities.

Educational Opportunities/Scholarships:
Numerous scholarships are made available for local governments to attend the CCRA Downtown Institutes and the CCRA Annual Conference.

The scholarships are available to representatives of local governments with a population of 10,000 or less.
