2009 Residential Construction and Group Quarters Facility Survey
Dear Conservation Trust Fund Officer,
The Colorado Department of Local Affairs is beginning its process for calculating the July 1, 2009 population estimates that are used in the Conservation Trust Fund (CTF) program. The first phase of this process involves estimates of total housing units and group quarters facilities (such as prisons or dorms). These data will be used as the foundation for your entity's population estimate. Please review the tables below and provide any data updates in the spreadsheets (.xls files) linked below. Please also contact us by phone or email if you have any changes in housing units or group quarters due to annexations.
We need you to review these data and provide any documented input data by December 11, 2009 for the July 2009 CTF estimates process. This due date is earlier than in previous years, but is necessary to meet new State of Colorado deadlines. This will be the only time during the estimates process that you will be able to update your residential construction, annexation or group quarters data for the July 2009 Population Estimates.

Table 1: 2000-2009 Estimates of Population and Households by County and Municipality. These tables are grouped by county. Please evaluate the number of housing units for your entity and use the "Residential Construction Data Spreadsheet" (.xls files) to send us any updates on residential construction data.
Table 2A and 2B: 2000-2004 and 2005-2009 Residential Construction Data from Local Governments. These tables are grouped by county Table 2A has the 2000-2004 residential construction data that we have received from local governments, and Table 2B has the 2005-2009 data that we received from local governments. Please evaluate the data that we currently have from your entity for 2000-2009 and use the "Residential Construction Data Spreadsheet" (.xls files) to updates.
Table 3: July 1, 2008 Estimates of Population and Households by CTF Special District. Unless residential construction data is provided, the 2009 CTF Special District population and households will be allocated proportionally based on the 2008 Population and Household Estimates. Please evaluate the number of housing units for your entity and use the "Residential Construction Data Spreadsheet" (.xls files) to send updates. If your Special District is build-out (no change in housing units), or if you have a well-documented direct count of the July 1, 2009 number of housing units in your district, please contact Eddie Hunsinger at eddie.hunsinger@state.co.us or (303) 866-4989 for consideration.
Table 4: Group Quarters Facility List. Please use this table to evaluate the group quarters facilities and population that we have on file. If you have any group quarters facilities to add you must provide either the year 2000 population of the facility or the post-2000opening year for the facility in order for it to be used in the 2009 Population Estimates. Use the "Group Quarters Data Spreadsheet" (.xls files) to send us updates in group quarters population or facility data.
Residential Construction Data Spreadsheet. Use this spreadsheet to submit any updates on residential construction data for your entity, including building permits, certificates of occupancy, demolition permits, changes in the number of mobile homes and contact information.
Group Quarters Data Spreadsheet. Use this spreadsheet to submit any updates on group quarters facilities or facility population. If you have any group quarters facilities to be included in the 2009 Population Estimates you must provide either the 2000 population of the facility or the post-2000 opening date for the facility.
