This four hour course is intended for new personnel or as a refresher for those who might be involved or perform a damage assessment after a disaster. Damage Assessment is a very important task immediately following a disaster to size up the impact(s) of the damage. Lodging will not be provided.

First Annual HazMat Academy
Sterling, Colorado

This Academy is designed to bring together a diverse audience of academics, managers, politicians, industry experts and responders in a venue that will promote communication, planning and experience. While a plan looks good in theory and on paper, will it really meet the needs of a community under the duress of an actual HazMat emergency?
Communication is the most important tool we can use to pre-plan safe transportation, storage and use of chemicals and nuclear products. It is our desire to provide additional opportunities for hazardous materials education.
Northeastern Junior COllege (NJC) is actively pursuing hybrid and on-line courses that will provide ease of access in distance learning.
To that end, the Fire Science, EMS, and Criminal Justice departments at Northeastern Junior College are researching the possibility of creating a new multi-state, multi-use public safety training facility to be located on land owned by the college. This center will serve as a regional center for Colorado and the world.

FEMA Debris Management Plan Workshop – Pilot Program
June 24-25, 2008
8:00 a.m. to 5:00 p.m.
(Attendance both days is mandatory)
This program designed to enhance State and local debris operation capabilities through planning efforts at the State and local levels. FEMA provides instructors and course materials designed to assist governments develop FEMA-approved debris management plans.
Upon completion of the workshop, participants will leave with the tools necessary to produce a comprehensive debris plan. As a condition of attending the workshop, all participants are expected to submit a debris management plan to their FEMA regional offices within 90 days of attendance for FEMA review.

Who should attend: Security Managers, Private Security firms, Private Sector Businesses, Operations Managers
Course Goals: The course goal is to provide students with the knowledge to apply surveillance detection fundamentals and develop a surveillance detection plan. We accomplish this by teaching the surveillance detection planning process which consists of five elements: 1) Conducting a Facility Vulnerability Analysis, 2) Identifying potential hostile surveillance positions, 3) Identifying surveillance detection positions, 4) Identifying and reporting suspicious behavior, 5) Determining who responds. The ultimate goal is for the students to take the knowledge and skills gained in this course back to their specific facilities and apply it to their situation and unique circumstances to develop a Surveillance Detection Plan for their facility. The course is a mix of classroom and practical exercises. There are practical exercises each day, with the final exercise on the last day of training. Students will require a writing tablet and a pen.
Dress is casual. NOTE: PUBLIC PARKING ONLY (METERED and DAY LOTS)

Law of All-Hazards Management Course

The purpose of this course is to provide students with a knowledge base of the legal environment within which all-hazards managers – whether local, state, or federal; and whether civilian or military – practice their profession. Since this is one of the strongly recommended core courses in the Emergency Management and Homeland Security Graduate Certificate Program in the School of Public Affairs, like the EMHS program, the course is organized on the all-hazards (naturally, accidentally, and intentionally caused disasters), all phases (prevention, preparation, response, and recovery) framework of analysis.
Students will learn the basic principles and practices of online legal research; and how to write up those research results in a scholarly, intelligible, and professional manner. The major work product of the course will be a research paper on a topic of each student’s own choosing. The legal research skills level acquired in this course qualifies it as meeting the qualitative research methods requirement for GSPA’s Ph.D. program.

NIMS/ICS Train-the-Trainer
Homeland Security Presidential Directive (HSPD)-5, Management of Domestic Incidents, directs the Secretary of Homeland Security to develop and administer a National Incident Management System (NIMS). The NIMS provides a consistent nationwide approach for federal, state, local and tribal governments to work together to prepare, prevent, respond, and recover from domestic incidents, regardless of cause, size, or complexity. The Division of Fire Safety (DFS) and the Division of Emergency Management (DEM) has formed a partnership to deliver the training needed to successfully implement the NIMS and the Incident Command System in the State of Colorado.
Recruiting Instructors for the Following Courses: National Incident Management System (NIMS) IS 700, An Introduction This course introduces the National Incident Management System (NIMS) to response personnel who are already trained to the appropriate level of ICS. It explains the purpose, principles, key components and benefits of NIMS. Note: This course is the equivalent of I-700, but presented in a classroom environment. |
Introduction to ICS 100 This course provides an overview of the National Incident Management System (NIMS), and a basic understanding of the Incident Command System (ICS), the ICS organization, terminology and common responsibilities. This course is suggested training for all entry-level personnel assigned to an incident or event, persons working in support roles and cooperating agencies, off incident personnel who are required a minimum of ICS orientation and technical specialists assigned to support incident from an off-site location. |
Basic ICS 200: Single Resources and Initial Action Incidents This two-day course provides an overview of the National Incident Management System (NIMS), and reviews the ICS organization, basic terminology and common responsibilities. This course also covers principles and features of ICS, organizational overview, incident facilities, incident resources and common responsibilities. The modules covered in this course will provide enough information about ICS to enable you to work in a support role at an incident or event, or to support an incident from an off-site location. You will also learn the essential differences between area command, unified command, multi-agency coordination systems, and jurisdictional emergency operations centers (EOC). |

2008-2009 Homeland Security Professional Certificate Program
The University of Denver is currently accepting applications for the 2008-2009 Homeland Security Professional Certificate program. This is a one-year graduate level program available only to currently serving HLS professionals. It was designed in cooperation with the Naval Postgraduate School and is currently the only program of its kind in the nation. Students who complete this program will earn both a graduate certificate and20 credits towards an MA in Homeland Security at the University of Denver.
This program meets on four Saturdays per academic quarter with onlinediscussions and readings between classroom sessions. It provides HLS professionals with an opportunity to work with their peers in an academic environment to examine a broad range of practical issues for local, state, and federal government, the private sector, and service organizations. Our students have found this is an excellent opportunity to expand their understanding of this field and build the personal and professional networks essential to regional and national preparedness.

Our office will be tracking fire restrictions and bans for Colorado again this year. With the wildfires we expreienced last week, and with the number of Red Flag Warnings we've experienced over the past few weeks, it's imperative to keep the public updated.
So if your jurisdiction is implementing restrictions, please me me know: Polly White, 720-852-6630. Please know our information is sometimes only as good as your critical input!
We are currently showing restrictions in Baca, Bent, Cheyene, Crowley, Fremont, Garfield, Kiowa, Lincoln, Otero, and Pueblo Counties.
