DHS Releases Final Rule on REAL ID
The Department of Homeland Security released the final regulations on REAL ID today. The regulations will attempt to provide for more secure driver’s licenses and identification cards. In the draft regulations that were released in March 2007, DHS estimated that the total cost for implementing the REAL ID regulations are approximately $23 billion, with states incurring approximately $14 billion of the total over ten years. According to a DHS conference call this morning, the revised final rule on REAL ID will likely cost states approximately $3.9 billion. However, according to DHS officials, the final rule will continue to allow states to allocate up to 20% of their State Homeland Security Grant Program funds for the implementation of REAL ID requirements.
