SUBJECT: High Priority

INVOLVEMENT:
Park County Director of Emergency Management, Lori Hodges, requested State resources for blowing and drifting snow conditions that has overwhelmed the county’s resource capability.

  • Report Date/Time: 02/11/2008 @ 1200 hrs.
  • Location: South of Kenosha Pass, approximately 2/3 of the county, 1000 miles of public and private roads affected.
  • Event Start: Original WebEOC entry was Jan. 10, 2008 and again on Jan. 29, 2008 and Feb. 8, 2008.
  • Agencies Involved: CDOT, Jefferson County Sheriff’s Office, Arapahoe County Sheriff’s Office, Arapahoe County Road & Bridge, El Paso County Road & Bridge, Summit County OEM, Clear Creek County OEM, Baca County Road & Bridge, Pueblo County Road & Bridge, Red Cross, Salvation Army, Jefferson Como Fire, Hartsel Fire, North West Fire, Southern Park County Fire, South Park Ambulance, Park County OEM, Road & Bridge, Sheriff’s Office, GIS, Finance, Search & Rescue and the Board of County Commissioners, Colorado Springs Public Works
  • State Assistance Requested: CDOT plows, graders and loaders for assistance with snow removal to assist with life-saving missions and road clearing operations. 120 homes have been identified that are entrapped with missions for disabled, blind, medicine needs, and fuel outage. Road & Bridge is currently prioritizing those missions
  • Death/Major Injuries: No deaths. 1 party had to be rescued by snow mobiles and transported by ambulanced due to heart attack . Many with fuel shortage or outage, meds needs, livestock deaths.
  • Damages: No reported structural damage at this point. Livestock feed issues a concern.
  • Current Status: Identified 120 homes with 5-6 days or more of entrapment. Prioritizing call in needs. Snow route plowing plan to assist current efforts with 10-25 ft. drifts. Hy 285 was closed this morning back open at this time no sheltering needs for travelers. Responders are being sheltered at the Fairgrounds. CDOT and Park Co R&B are currently aligning road clearing prioritizing. CDOT has 14 pieces of equipment and 14 operators staged.
  • Future Threats: Incoming storm expected on Thursday. 30-40% chance of snow up to 8 inches predicted. Winds to 30mph expected – ground blizzard and poor or no visibility expected.
  • Incident Command Jurisdiction: Park County, Incident Commander – Bob Olme, Asst. Chief for NW Fire. Park County has stood up their own Incident Management Team and has asked Jefferson County to come in and fill the Logistics Section Chief and Plans Section Chief positions.
