Report Date: 1200 hours January 8, 2007
Event Type: Blizzard
Situation: As reported on the news, federal aid is now being made available to supplement state and local response efforts. For Blizzard 1, the following counties qualify (Arapahoe, Boulder, Broomfield, Custer, Denver, Douglas, Elbert, Gilpin, Jefferson, Las Animas, Pueblo, and Washington) and Blizzard 2 (Otero). This is based upon available snowfall totals from the National Weather Service. As more official data is received, other jurisdictions may qualify. FEMA is in the process of establishing a Joint Field Office to start processing claims.
The Carcass Disposal Guidelines has been released and can be found at the bottom of the page at http://dola.colorado.gov/dem/blizzard/declaration.htm.
Structural engineers were in several counties over the weekend and continue their activities in assessing schools, government buildings, and other structures.
CDPHE is proceeding with pro-active activity for the transition into the recovery phase in the SE region of the state. Actions taken will also address preparations for the next storm due on Thursday, January 11. The recommendations provided to the SE region were as follows:
1. Communicate with dairy farmers to assess their status and ability to get milk to the market (to minimize secondary impact on the dairy herds related to milking).
2. Communicate with retail food establishments and restaurants about proper condemnation of any refrigerated food that was impacted by power outages to ensure proper disposal.
3. Verify that any waste removal from buildings that collapsed is segregated so hazardous materials are disposed of separately.
4. Structural assessments of medical facilities partially or completely evacuated due to snow issues must also be assessed for Life Safety code prior to moving patients back into the building.
Action to be taken by CDPHE to support the SE region is as follows:
1. CDPHE will continue to communicate with acute care hospitals, assisted living and long term care facilities, dialysis centers and home health agencies to ensure they are not in need of medical supplies, food or fuel for their generators. Medical waste storage and removal will be assessed.
2. CDPHE will create GIS maps of ground water and surface waste locations to assist the SE region in proper burial of cattle, in accordance with the guidance issued by CDPHE on January 5.
A future concern is focused upon the incoming weather system that could impact the state later this week.
