Report Date: 1200 hours January 7, 2007

Event Type: Blizzard

Situation: The Lamar Command is transitioning from a Type II to Type III team, tentatively effective January 8 th. Demobilization of assets will continue based upon ongoing assessments and life safety issues. There are some reports of high winds in the area, which have resulted in a few roads being recovered with snow. CDOT continues to work on the priority county road plan.

The National Guard assisted in delivering 1,810 bales of hay within the last twenty-four hours. More significant, a hay farmer was dug out, which will give the local ranchers access to approximately 500 tons of hay.

The Colorado Dept of Public Health and Environment is asking that pro-active steps be taken to address potential public health issues in the SE counties affected by the blizzard. The issues to be prepared for are as follows:

Solid Waste Removal Consider the accumulation of trash from:
A. Private Residents. Waste should be separated by standard home waste and medical waste (e.g. sharps from diabetics or other at-home health) * Note: No animal carcasses should be included in this waste (CoAg will be handling)
B. Commercial Buildings. Standard food service and trash waste. Note: No hazardous waste should be included in this waste
C. Medical Facilities. Biohazard waste from hospitals, assisted living and long term care facilities, dialysis centers and private homes

Recommendation:
Contact medical and commercial facilities that generate a high volume of waste to determine their status of accumulation and storage. If waste is building up at facilities and storage locations are limited, consider:
1. Centralizing large roll-off waste containers at medical facilities and near the commercial district to assist in holding the waste
2. If large roll-offs cannot be located, consider using dump trucks for holding or collecting waste
3. Clear an area that can be isolated/secured to store waste until removal can occur. The area must not be near ground water / wells and the waste must not contain any leaking containers.
