Information for Developers
The Colorado Division of Housing finances the construction of new housing and rehabilitation of existing housing. The housing must be owned or occupied by persons with moderate to low income. Local housing authorities, private developers, nonprofit corporations, cities and counties may apply for financing. Most grants require a contribution from the community served.
The Division of Housing uses federal and state funds for:
-Elderly, small & large families, disabled individuals, and seasonal workers whether they are homeowners or renters;
-Construction/rehabilitation of multifamily apartments, single family houses, homeless shelters.
-Direct loans, loan guarantees, equity investments, or subordinated debt for construction or permanent financing.
To ensure the State is served effectively, DOH staff are assigned particular regions. Technical assistance includes helping communities identify housing needs and securing private and public financing. In addition, DOH aids communities in forming housing development teams. Training
Advanced Finance - Work with your peers on four in-depth project case studies, including rental acquisition, rural rental preservation, new rental development and new subdivision development with homes for sale. Learn about financing options, maximizing affordability, and project phasing. This class is designed for housing developers who want to use more complex financing sources. Participants must have a high level of comfort with Microsoft Excel and with the basic principles of real estate finance.

Division of Housing Application and Underwriting Process Workshop - The Division of Housing holds periodic workshops to explain the application process for housing development grants and loans. These workshops also explain how projects are underwritten by staff and the importance placed upon certain factors in this underwriting.
The Colorado Division of Housing now offers a variety of vacancy and rent surveys:
- Multifamily Vacancy and Rent Surveys
- The “Single-Family” Vacancy and Rent Survey: A survey of four-plex, tri-plex, duplex, condo and single family for-rent homes.
- The Affordable Apartment Vacancy and Rent Survey: A survey of “affordable” apartments.
